NHL Commissioner Gary Bettman Confirms No Discussion on Expansion at Board Meeting

NHL Commissioner Addresses Media

On October 8, 2025, NHL Commissioner Gary Bettman addressed the media at Toronto’s Scotiabank Arena ahead of a game between the Montreal Canadiens and the Toronto Maple Leafs. Following the NHL Board of Governors meeting earlier that day, Bettman clarified that discussions regarding potential expansion were not on the agenda.

Expansion Talks

The league has maintained a structure of 32 teams since the addition of the Seattle Kraken for the 2021-22 season, yet interest persists in cities such as Atlanta and Houston hoping to gain NHL franchises.

“There continues to be considerable interest from various regions,” Bettman noted.

However, he emphasized that none of these aspirations have progressed to a stage warranting serious attention. When questioned about the possibility of addressing expansion at the upcoming board meeting in December in Colorado Springs, Bettman remarked that the decision isn’t solely in the league’s hands.

“If there’s a knock on the door, we’ll certainly look to see who’s there before deciding on our next steps,” he added.

Concerns Over Olympic Arena

In addition to the expansion topic, Bettman also conveyed concerns regarding the construction timeline of Milan’s primary hockey arena for the upcoming Olympics, noting the limitations faced by the league. He made it clear that the NHL must observe the conditions set forth by the International Olympic Committee (IOC).

“We have certain constraints regarding what we can demand or request, and once we reach a critical timeline, we’ll adapt accordingly. However, we’ve continually received reassurance from both the IOC and the IIHF that everything will be satisfactory,” Bettman stated.

Financial Matters

Turning to financial matters, Bettman dismissed rumors that the salary cap would exceed $104 million next season.

“There have been no changes discussions; those rumors are entirely unfounded. What’s currently agreed upon will remain in place,” he asserted.

The gathering of team owners, presidents, and executives was characterized as a standard operational meeting, aimed at updating attendees on various facets of the league, including hockey operations and initiatives to expand the sport’s presence globally. Bettman refrained from providing any updates concerning the sale of the Pittsburgh Penguins.

Looking Ahead

Looking ahead, NHL Deputy Commissioner Bill Daly revealed plans for the 2028 World Cup of Hockey, forecasting interest from 18 North American cities and 10 from Europe eager to host parts of the tournament. When asked about his tenure, the 73-year-old Bettman reassured fans and stakeholders, stating:

“I’m still here and have no immediate plans to leave. What ‘a while’ means is yet to be determined.”
